Towards Technology Neutral Regulation of Public Service Broadcasting in Sweden?

The Swedish regulation of public service broadcasting will be changed to open for competition between technologies .

The Swedish Competition Authority has commented on the regulation of Public Service broadcasting in Sweden. For the upcoming period 2014-2019, the SCA recommends that the reach requirements are lessened to stipulate that 98% of the Swedish population has to be reached through terrestrial broadcasting. The current requirement is 99.8% and the SCA suggest that the additional 1.8% can be reached through other technologies than terrestrial broadcasting. For the period starting 2020, the SCA recommends that the regulation no longer stipulates that Public Service has to use terrestrial broadcasting, in order to open up for competition between different technologies. http://kkv.se/upload/Filer/Konkurrens/2013/12-0603.pdf
